The mineral deal was more convoluted than suggested here. There was no offer or plan to give the US any rights to Ukraine mineral resources in any direct manner. The "deal" was for infrastructure and real-estate development (rebuilding) in much the way the USAID program tends to work or the Marshall Plan did after WWII, except it wouldn't be aid, but paid for via a joint fund/account provided by Ukraine. The only "minerals" aspect of it, was the intention to ear-mark profits from the mineral extraction in Ukraine to fill that reconstruction fund. (initially the US proposal was that 100% of Ukraine's mineral output money was to go into that fund, but that was later reduced to 50%, or rather, that 100% of mineral resource profits went into that fund, but Ukraine would have direct control over 50% of the funds and the US would directly control the other 50% … this wouldn't be money going into the US's pocket directly, but would be US-controlled for allocating funds for rebuilding Ukraine, thus it could allocate it to contractors that favor US business interests, etc)

In a round-about way this could lead to US investments into Ukraine mineral extraction infrastructure, as investment capital is needed to develop much of the resources there, and without that the rebuilding fund would be filled very slowly (plus the investment capital could be included as debt going into the reconstruction process).

This seems more sketchy on the surface as it leaves no long-term ties to the US if the reconstruction happens relatively quickly, since the US's direct economic ties would only last as long as that reconstruction fund was valid (ignoring potential future deals to be negotiated and the broader potential for deeper economic cooperation with Ukraine and the US, which would be good to have, but is clearly not anything guaranteed)

However, this plan was actually likely built around the constraints laid out by Zelensky himself based on Ukraine's laws and constitution, specifically that all of those natural resources must belong to the Ukranian people and can't be sold or traded as such. (I'm not sure on the fine details, but it sounds like a direct democratic vote of the entirety of Ukraine would be needed to re-allocate things, if not a constitutional amendment, so obviously not something that can be done during war time or done quickly or easily at all) Thus, the indirect method for association with Ukraine's natural resources had to be made to work around and within their legal constraints.

That said, something that hasn't been touched on yet would be refining of rare earth metals within Ukraine, rather than just extracting the ore. This is an area China has a near-monopoly on currently due to a variety of factors (including environmental regulations in other countries and insufficient tariffs to counter the cost advantage China has by polluting more and cutting corners), but between Ukraine's own status as a developing nation, and their potential vertical integration of extraction + refining, it would make tons of sense to get in on the ground floor investing in a fully developed rare earth metals industry in Ukraine. (and US businesses could most definitely get involved in the infrastructure end and refining end on top of the post-war rebuilding plan: even if the US or private businesses can't get rights to the raw resources, they could get favorable deals negotiated for investing into developing the refining industry and getting first dibs on use of the refined product, but retain no direct control over the raw materials themselves)

And unlike some other industries (including high tech semiconductors or steel production), this is one area that the US would be absolutely terrible at if they tried to do it domestically. (even with cheap access to rare earth rich ores, the refining process would be horribly expensive to do within the US, plus it's considerably more expensive to ship ore long distances to refineries than to process it near the extraction sites … the latter also limits the possible pollution area even under worse-case scenarios: as pit-mining type extraction always scars the landscape anyway, and any sloppiness on the mining end would largely include similar contaminants to the environment as the extraction and refining processes also could, though there's nuances to this: obviously you'd want to avoid pollution and sloppiness in general, but I'm talking worst-case scenarios)

Plus, even on a world-stage sort of pollution and ecological concern end of things, Ukraine working with the US is at very least going to be more environmentally friendly and competent (and safe) than China working with Russia, as will happen under Russian occupied territories. And likely be cleaner and more efficient than if Ukraine sold its ore to be processed by China, as would happen if Ukraine raised its domestic environmental regulations to be compatible with the EU (or US domestic standards). Which would be one big reason to avoid joining the EU single market, as EU regulations would kill their ability to make their own decisions regarding regulation. (and if the EU continued with its current policy of not-in-my-backyard, they would favor exporting pollution-heavy industry to China rather than doing it domestically … or raising prices all around by putting heavy tariffs on China and all equivalent unregulated nations in order to make sure the industry was possible do within the EU at a profit even with stringent regulations and higher wages: you could also use subsidies, but subsidies burden the domestic state/union, while Tariffs kill two birds with one stone and are much more efficient: ie subsidies have to use taxes to get the money anyway, so you might as well avoid that and simply tax the foreign goods that make subsidies necessary in the first place … or even use targeted tariffs to subsidize said domestic industry, thus minimizing impact on the actual prices for consumers, rather than simply making the import good prices higher via tariffs and using the tariff revenue for other purposes)
